Annotation adds a label to a record that already exists. The labeller was not there. They see only what the record holds. They have no stake in what happened next.
Creation makes the record itself: at the moment of decision, by the person accountable for it, before anyone knows how it will turn out. Then reality grades it.
The difference is not a slogan. It can be tested. Do workers beat off-floor experts reading the same record? Does a model trained on created records beat one trained on labelled ones, at equal human hours? We are running both tests.
